When Bill Neal coached IUP football in the 1970s, his teams within a span of four years posted two of the Top 10 campaign records in the history of the sport on campus.
His 1972 entrant finished 8-1 (losing only the opener at Eastern Kentucky), his 1975 edition 8-1-1 (losing only to Edinboro). And the 1972 Indians posted a 7-2 mark.
Head coach from 1970 through '78, after coming to Indiana in 1969 as coach Chuck Klausing's defensive coordinator, Neal posted an overall record of 50 wins, 30 losses and three ties.
Hailed as an outstanding recruiter and developer of talent, Neal counts five prior-year Hall of Fame inductees-linebacker Jim Haslett, quarterback Lynn Hieber, running back Larry Monsilovich, offensive lineman Dave Connolly and defensive tackle Joe Cugliari - among his top graduates.
IUP followers would place defensive lineman Butch Aggen, linebacker Gregg Schmidt, defensive back Dave Balmert, receiver Len Pesotini and center Ed Paradis, all candidates for future induction, in the same category.
Some of the reasons Neal was selected to the Hall of Fame do not relate to football, though. One is his 25-year professional standing as an associate professor and assistant chair of IUP's health and physical education faculty before retiring in 1994.
Another is outstanding service to the larger community.  Selected in 1991 as Indiana's Civic Leader of the Year, Neal has led numerous projects since 1972 for the Indiana Lions Club, an organization with a great reputation for service, chief of which is a summer camp for disadvantaged and challenged area youth.
The Kentuckian and graduate of George Washington University, in Washington, DC. also earned a master's degree in educational administration there. GW provided seven years' experience as a football assistant and assistant athletic director.
In 1961, he became assistant head coach and defensive coordinator at the University of Virginia. Moving to the U. S. Naval Academy at Annapolis as associate head coach in '65, he accepted the corresponding post at Pittsburgh in 1966. He is a life member of the American Football Coaches Association.
Married to Kathryn "Cass" since 1972, Neal is the father of Janet Cambier, residing in California, Steve (who quarterbacked Neal's teams in 1976-77), now athletic director at Conneaut Valley High School, and Bill, in the Tampa, Florida, area.
